Welcome to the first bulletin update from the Division of Global Engagement’s International Student and Scholar Services (ISSS) on federal rule changes that impact our international and non-US citizen community. As federal policies, executive orders, and pronouncements come from the federal government, there is a clear and urgent need for concise, timely information on what is changing and how the university is responding. The ISSS team posts updates on the Federal Rule Changes for the International Community webpage. We also continue to send urgent updates directly to the communities most immediately impacted: international students (via Becky Crabtree), international employees and visitors (via Lindsay Pepper ), and undocumented students (via Justine Carpenter).
This newsletter aggregates the most timely and relevant information, ensuring we effectively communicate with both those directly impacted and those concerned about the impacts. We plan to distribute this newsletter every other month, or as needed when significant changes occur.

| | New $100K H-1B Visa Fee
Who is impacted The new $100,000 H-1B fee only applies to new employees who are coming from outside the US.
Who is NOT impacted The fee does NOT apply to: Current UO employees New employees who are currently in the US (working elsewhere in the US or studying at a US university, for example). UO international students who are changing their status to H-1B in order to work in the US following graduation.

| Proposed Elimination of Duration of Status (D/S)
Currently, F-1 and J-1 visa holders are admitted to the US without a fixed end date called duration of status (D/S). International Student & Scholar Services (ISSS), independently monitors and manages students’ and scholars’ D/S status and has the authority to shorten or extend their D/S status based on the requirements of their academic program. The proposed rule change would remove ISSS’ independence and authority and would replace D/S with fixed end dates tied to program end dates (up to four years maximum). Key impacts: Extension of legal status: Students and scholars would be required to file a formal application to US Citizenship & Immigration Services (USCIS) and pay a fee ($470 + additional fee for premium processing) to stay longer for any reason, including: Grace period: Reduce post-study stay from 60 days to 30 days. Is this rule-change final?
No. This is a proposed rule—not in effect. What’s next?
A public comment period ended on September 29, 2025. The UO submitted a response, the federal government will review the feedback, make any revisions, and then publish a final rule with an effective date. The timeline on a final rule is unpredictable. |

A newly enforced registration requirement requires foreign nationals to carry a copy of their most recent I-94 record with them at all times as proof of registration.
New Visa Appointment Guidance: As of September 6, 2025, applicants must schedule their interview at the U.S. embassy or consulate in their country of residence or nationality.

| Legal ServicesInternational students, faculty, and staff can contact ASUO Legal Services for free guidance and referrals to low-cost or pro-bono immigration attorneys, with additional support available through Equity Corps of Oregon, Immigrant Law Group, and UO Counseling Services.
